Is Skype illegal in Qatar?

A few days ago, there was an article on one of the websites I visit (Qatar Living) about how any VoIP (voice over the internet) might be illegal in Qatar. (Qatar has only one telecommunications provider.) The responses to that article on the forum concluded that this meant Skype and Vonage were illegal - both of which we use to make cheap calls to the US. Needless to say, I was a little nervous but didn't know how they were going to enforce it so I wasn't too worried. But no worries, an article in the paper today says VoIP is not illegal as long as it is for personal use. Good.
